Livestock Card Phase II Introduction

Chief Minister Maryam Nawaz Sharif has launched Phase II of the Livestock Card scheme, under which interest-free loans worth PKR 16.2 billion will be provided to farmers. In this phase farmers will facilitate support of up to PKR 27,000 per animal, along with the provision of free vaccination and balanced feed. This revolutionary measure will pave the way for strengthening Punjab’s economy by boosting meat production, increasing the income of livestock farmers, and enhancing meat exports.

The scheme aims to assist livestock owners who due to financial constraints are unable to provide optimal care for their animals; such neglect often leads to the animals becoming weak and susceptible to various diseases. The Punjab Government has taken this excellent initiative to address these issues.

If you own livestock but are unable to provide them with proper care, complete your registration When Portal Is Open to receive PKR 27,000 per animal from the Punjab Government. Details regarding the application process and eligibility criteria are provided below. Read the full article to get all the details from the comfort of your home.

What Is the Livestock Card Scheme?

The Punjab Chief Minister’s ‘Livestock Card Scheme’ is an initiative by the Government of Punjab designed to assist livestock farmers in purchasing animal feed and improving their business operations. Under this scheme, eligible farmers can obtain interest-free loans to meet the nutritional needs of their livestock.

The ‘Livestock Card’ is a specialized card used to access the approved loan amount. Farmers can utilize these funds to purchase animal feed and other approved livestock-related products from authorized dealers. It is not a standard ATM card that allows for unrestricted cash withdrawals.

For instance, if a farmer receives a loan of PKR 135,000, they can use it to purchase approved feed for their livestock. This helps farmers maintain their animals’ health and ensure better growth, ultimately leading to increased income. However, repayment of the loan is mandatory and must be made in accordance with the scheme’s terms and conditions.

Who Can Apply For Livestock Card Phase II?

Certain basic criteria have been established for applications to Phase II of the Livestock Program launched by Punjab Chief Minister Maryam Nawaz Sharif; farmers will be deemed eligible or ineligible based on these requirements.

Those who fully meet these criteria will be declared eligible for the program and issued a Livestock Card to facilitate the provision of loans, whereas those who do not meet the requirements will be deemed ineligible and unable to benefit from the scheme. Full details regarding eligibility are provided below.

Eligibility Criteria for the Livestock Card Phase II

Punjab Residency

The applicant must be a resident of Punjab. Farmers living in another province cannot qualify under the Punjab scheme.

Valid CNIC

The applicant must have a valid Computerized National Identity Card. The details entered in the application should match the official identity record.

Active Mobile SIM

The applicant must have an active mobile number registered in their own name and linked to their CNIC. A SIM registered under another person’s name may cause a verification problem.

Required Number of Animals

Phase II was announced for farmers owning between 5 and 20 eligible male calves or young cattle/buffalo stock. The animals must meet the department’s requirements and be available for verification. Do not assume that owning any five animals automatically qualifies you.

Livestock Verification

The applicant’s animals and ownership details may be checked through the Livestock and Dairy Development Department. Farmers should provide accurate information about the animals they actually own.

Clean Credit History

The bank may check whether the applicant has unpaid or defaulted loans. Previous loan defaults can affect eligibility, and active negative-list or compliance checks may also lead to rejection.

Correct Application Information

The applicant must provide accurate personal details, CNIC, mobile number and location information, including division, district, tehsil and mauza. Incorrect or mismatched information can delay verification.

Age and Other Bank Requirements

Bank of Punjab’s earlier scheme terms specified a minimum age of 18, with no maximum age. Applicants should confirm the age requirement and any additional checks in the current phase’s terms before applying.

Common Livestock Card Application Problems and Their Solutions

Problem 1: The CNIC Is Not Accepted

Check that you entered all 13 digits correctly and that your CNIC details are accurate. If the information is correct but the portal still rejects it, contact the Livestock Department or visit a nearby veterinary hospital’s facilitation desk for guidance.

Problem 2: The Mobile Number Does Not Match

Make sure the SIM is active and registered in your own name. If it belongs to a family member, ask the mobile network operator about the lawful process for registering a SIM in your own name. Do not enter another person’s number simply to bypass verification.

Problem 3: The Livestock Record Is Missing or Incorrect

Visit your local veterinary hospital or Livestock Department office. Explain which animals you own and ask whether your record needs registration, correction or verification. Keep any available livestock ownership or identification records with you.

Problem 4: You Have Enough Animals but the Application Is Rejected

Check whether the animals meet the current phase’s specific requirements. The number alone may not be enough: animal type, ownership and physical verification can also matter. Ask the department which requirement was not satisfied before submitting another application.

Problem 5: The Application Is Pending for a Long Time

Keep your registered mobile number active and check for official calls or messages. Contact the scheme helpline or the office where you applied to ask whether verification is still pending or additional information is required.

Problem 6: The Bank Rejects the Application

Ask the relevant bank or scheme office for the reason, where it can be disclosed. If the issue concerns an incorrect identity record, credit record or other correctable information, ask the responsible institution how to correct it. Approval cannot be guaranteed after a correction.

Problem 7: You Cannot Apply Because Registration Is Closed

You will need to wait for an official announcement of a new application period. Keep your CNIC, mobile SIM and livestock records ready, and check the official portal for reopening information. Do not pay an agent who promises guaranteed registration or approval.
